ASEAN keeps China, Japan and South Korea engaged through energy forum

A practical agenda with diplomatic value

The Manila AMEM+3 statement said the meeting brought together ASEAN member states with China, Japan and the Republic of Korea, alongside the ASEAN Secretariat and the ASEAN Centre for Energy.¹ Ministers and representatives reaffirmed the role of ASEAN Plus Three cooperation in strengthening regional energy security, sustainability and resilience. They also highlighted the importance of accessible, stable and reliable supply chains and uninterrupted energy flows.¹

That language reflects a broader regional calculation. Energy security is now a strategic issue, but it remains technical enough to sustain dialogue even when political relations are strained.

For ASEAN, this gives the grouping a practical convening role. It can focus partners on standards, infrastructure, interconnection, emergency preparedness and investment conditions without requiring consensus on harder security disputes.

The wider 44th ASEAN Ministers on Energy Meeting, held in Manila under the Philippines’ 2026 chairship, framed the regional agenda around energy security, resilience, connectivity, investment and transition planning.² The Philippines’ theme, “Navigating Our Future Together,” was tied to four priorities: inclusive and reliable access, investment and jobs, innovation, and stronger regional systems and standards.²

ASEAN’s convening role extends beyond Plus Three

The same week showed how ASEAN uses overlapping forums to keep larger powers engaged in functional cooperation. The 20th East Asia Summit Energy Ministers’ Meeting, also convened in Manila on October 8, included ASEAN states along with China, Japan, South Korea, Australia, India, New Zealand, Russia and the United States.³ Its statement described the East Asia Summit energy track as an ASEAN-led platform for practical cooperation on energy security, affordability, accessibility, reliability and resilience.³

For regional policy readers, the pattern matters. ASEAN is not resolving Northeast Asian rivalries through energy diplomacy. But it is creating repeated ministerial settings where rival governments can maintain contact, compare policy priorities and endorse shared language on continuity of supply.

In a region exposed to geopolitical shocks and rising energy demand, that procedural continuity has value.

Reuters’ photo file from Pasay City separately documented representatives from China, Japan and South Korea posing with ASEAN counterparts after the 23rd ASEAN+3 Ministers on Energy Meeting, providing independent visual confirmation of the ASEAN-convened gathering.⁷

Energy demand raises the stakes

The diplomatic value of these meetings is reinforced by ASEAN’s demand outlook. The ASEAN Centre for Energy’s 9th ASEAN Energy Outlook, presented on the sidelines of AMEM, estimated that ASEAN energy demand could rise to about four times current levels by 2060. It identified stronger cooperation, electrification, interconnection and renewable deployment as key requirements.⁶

That pressure explains why ASEAN is emphasizing not only fuel supply security, but also power-sector integration and regulatory capacity. The ASEAN Centre for Energy said the 44th AMEM and related meetings opened in Manila with a focus on the ASEAN Power Grid, including work to operationalize an enhanced memorandum of understanding and develop legal and regulatory guidelines for a regional submarine power cable framework.⁴

Separately, ASEAN launched a School of Regulation during AMEM week to strengthen regulatory leadership, support cross-border electricity trade and help deliver the ASEAN Power Grid.⁵ The initiative is aimed at building institutional capacity for power-system integration, multilateral electricity trade and long-term investment in grids, clean energy, storage and cross-border infrastructure.⁵

Why it matters

The AMEM+3 meeting shows energy security becoming a quieter but consequential arena for regional diplomacy. ASEAN’s advantage is not coercive power; it is agenda-setting and convening power.

By keeping China, Japan and South Korea inside a practical policy process, ASEAN can help preserve habits of cooperation around supply-chain resilience and energy connectivity even as broader strategic tensions persist.

The result is modest but meaningful: a regional mechanism that does not eliminate rivalry, but keeps coordination alive where disruption would be costly for all sides.
